If you do not have any of these conditions and you are under 70 years old, a self-declaration confirming that you meet the medical requirements for safe driving may be sufficient when applying for a Group 1 driving license.
For drivers aged 70 and older, a medical certificate is always required. A medical certificate is also always required when applying for Group 2 driving license categories.
